Programme CORE ("COoperation for REhabilitation") is aimed, in the long run, at rehabilitating living conditions in areas contaminated after the Chernobyl nuclear plant accident, i.e. initially the districts of Bragin, Chechersk, Slavgorod and Stolin, with possible extension to other contaminated areas.

CORE puts forward a mode of coordination that combines governmental and nongovernmental efforts at national scale so as to carry out interventions adapted to the needs of concerned populations and based on local initiatives.

It is an integrated development programme that allows for constructive dialogue and exchange of experience and that facilitates the implementation of operational actions related to four major axes: health and surveillance, economical and social development of contaminated rural areas, education and cultural heritage, and radiological quality control.

FERT is more specifically involved in the second axis through the CORE-Agri Programme whose main objective is to monitor the inhabitants of contaminated rural areas to help them put in place processes of rehabilitation for their lands and processes of self-development so as to improve their living conditions with lasting effect.

CORE-Agri teams up several national partners (BRISSA, BRIAE, the Chernobyl Committee, Gomel Agency, BelarusBank) together with international ones (FERT, ISP/INAPG, CNIEL, Institut de l'Elevage, FNPLait, UNDP, OCHA, French Ministry of Foreign Affairs, French Embassy in Bielorus, the Committee of European partners).

BRISSA (Belarus Research Institute for Soil Science and Agrochemistry) was created in Minsk in 1931. The BRISSA Institute conducts research on the improvement of soil fertility, the development of ecological practices and the reduction of radionuclide transfers between plants and soil.

Collaboration between FERT and the BRISSA institute has started in 2000 within the framework of the ETHOS programme whose goal was to show that populations living in areas contaminated by the Chernobyl accident were capable of mobilising themselves to take care of the radiological quality of their lands.

Within this framework FERT and BRISSA have put in place a pilot operation of potato production in charge of several groups of farmers from four villages of the Stolin district. Strengthened by this operation's positive results, both organisations proceeded with the same approach aiming not only at circulating techniques contributing to improve the quality and yield of agricultural productions in contaminated areas, at family-size exploitation scale, but also at monitoring agricultural leaders and projects that, with their value stressed amongst small organisations (of the associative, membered or cooperative types), will contribute to the rural development of the area.
